All this is to say that Rom. 2:6–13 does not contradict what Paul says in Rom. 3:20–28. Having noted that Rom. 2:6–13 does, however, have to do with God granting salvation to a person based on that person’s behavior, the tension remains between the passages in which Paul maintains that justification comes “by faith” and that God’s judgment of a person is not based on “works” or “works of the Law.” What do we make, then, of the apparent contradiction between these two realities?
